Can Finland end homelessness?

Homelessness is a real problem in the EU - and it's getting bigger. Finland has taken on a pioneering role with its ‘Housing First’ strategy. The numbers are falling there because homeless people are being helped proactively - and not just once they have got to grips with drug or money problems themselves.
